- there is phased implementation of the quota

You’re right .. it’s not as bad as it could have been.
The problem though is that most of the institutes of higher education are running tight on facilities anyway, and to expand by over 50% (even phased over 3 years) can only cut down drastically on quality of education.
Also, the way things work, do you think the creamy layer exemption will do much good?
